Cape Town City chairman John Comitis says the club are yet to make a decision over whether or not to cut player salaries.
All sporting activity has been suspended for two months, with Premier Soccer League clubs feeling the pinch.
The Citizens previously discussed the plan to cut staff and player wages to defer costs, but Comitis says the club will only make a decision in conjunction with the Premier Soccer League.
Comitis told IOL: "We are in a process and waiting for instruction from the league side.
"I'm aware that the league is putting a proposal to the government in order for us to be allowed to resume action. A lot depends on that.
"At this stage, we are still consulting our staff and players on the basis that things may have to change. But I can assure you, everybody is willing and participating."
Comitis added that he is in favour of completing the 2019/20 PSL season.
He said: "I think we need to finish the league.
"We will find ways to complete the season in time, especially without any international football. We will have the weekends to catch up. I think we should do everything in our power to finish the league."
