Simon broke his opponent five times and will next face either big-serving Jerzy Janowicz of Poland or Frenchman Benoit Paire.
Seventh-seeded Joao Sousa also progressed after rallying to beat Tobias Kamke of Germany 4-6, 6-4, 6-3.
In first round action, Malek Jaziri of Tunisia quit after winning the first set 6-3 against sixth-seeded Denis Istomin, citing an elbow injury.
Fourth-seeded Richard Gasquet played Lucas Pouille in an all-French second-round match later.
