The South Africa Under-20 international is a product of the Diambars academy in Gauteng and was previously on the books of Bidvest Wits.
Cupido moved to Europe in 2017 when L'ours signed him alongside Tholang Masegela, although he only featured for the French club's reserve team last term.
The Citizens announced his arrival on Tuesday, with the 20-year-old set to be part of Benni McCarthy's squad for the new campaign, which kicks off on August 4 with the visit of SuperSport United.
City have also brought in fellow Diambars graduate Karabo Ngwenya, who will join their Multichoice Diski Challenge team.
"Cape Town City is delighted to announce the signing of two South African youth internationals, Keanu Cupido and Karabo Ngwenya!" the Mother City outfit confirmed on Twitter.
"The Under-20 international defender, Cupido and striker, Ngwenya join the Citizens on long-term deals. Cupido will join the first-team set-up for the 2018/19 season while Karabo the MDC set-up.
