He will assist compatriot Johan Ackermann, who was confirmed as the NTT Docomo Red Hurricanes' head coach earlier this week.
Duncan is a former Cheetahs and Worcester Warriors head coach and Sport24 earlier reported that he was offered a R2 million per year deal to become head coach of the Kings.
However, with the Eastern Cape franchise in financial turmoil, he has opted to head to Japan instead.
Ackermann, a former Lions head coach, had coached Gloucester in England since 2017.
On Saturday, it was also revealed that Lions assistant coach Neil de Bruin would form part of Ackermann's management team in Japan.
De Bruin, whose job description at the Lions read 'attack, backs and skills', is the son of former Lions coach Swys de Bruin. - Compiled by Herman Mostert
