Moran has been issued with an off-field yellow card for contravening Law 10.4 (e) Dangerous Tackling, when he came into contact late and dangerously with Lions No 10 Elton Jantjies.
The incident occurred during the first half of the match between Lions and the Hurricanes played at Coca-Cola Park.
An off-field yellow card may be issued by the SANZAR Citing Commissioner for foul play incidents that are very close to, but in his opinion do not meet the red card threshold for citings.
In this case the incident was acted on by referee Steve Walsh, who issued a penalty on the field, however on further review of the match footage the Citing Commissioner deemed an off-field yellow card was appropriate.

Meanwhile, Adam Byrnes of the Rebels has been cited for alleged foul play.
Byrnes is alleged to have contravened Law 10.4 (m) Acts contrary to good sportsmanship - making contact with the eye.
Referee Bryce Lawrence issued a “White Card” and put the alleged incident on report for a Citing Commissioner review following a complaint from the Waratahs captain Daniel Halangahu that Waratahs team-mate Tom Carter had allegedly been eye gouged during the match between the Rebels and Waratahs at AAMI Park Melbourne on Friday.
The Citing is to be considered in the first instance by SANZAR Duty Judicial Officer Mike Heron.
