Cape Town - World Rugby will on Tuesday, October 31, publicly confirm an independent recommendation as to which country - South Africa, France or Ireland - should host the 2023 Rugby World Cup.
A trio of independent companies and a World Rugby technical committee have spent the past three months analysing the commercial and technical strength of the three respective bids.
The recommendation is a guide to World Rugby’s general council members, whose vote on Wednesday, November 15, will determine the winning bidder.
