Cape Town - SA Rugby's new transformation plan could see unions lose their right to host Test matches if they fail to meet targets.
Afrikaans newspaper Rapport indicated on Sunday that SA Rugby's strategic transformation development plan for 2030 will cover more aspects than just South Africa's player base.
The new plan will focus on the demographics of the 14 unions' teams, including women's teams, as well as referees, coaches and clubs.
The 14 unions have accepted the plan and will be held accountable, with some of the big unions likely to lose out on hosting Test matches if they fail to meet their targets.
The report added that the end goal of the new plan is to adhere to the request of former director general of the department of sport and recreation, Alec Moemi, who requested 60% for demographics, 25% representivity for women and 50% for the purchase of empowered enterprises.

Meanwhile, looking ahead to this year's Rugby World Cup, the Springboks do not have a specific quota system but did have a transformation 'target' of 50% players of colour.
The 31-man squad picked for the tournament fell slightly below that mark with 12 (39%) players of colour picked.
Coach Rassie Erasmus has however picked several black players in his starting XVs and will likely follow suit at the showpiece event in Japan.
