Pick only the best

I for the life of me don't understand this government. They implement BEE everywhere and expect talent to just pop up out of nowhere. We have the second worse schooling system in the world, schools lack teachers, books and not to mention sanitation. Most rural schools don't have sport fields (except maybe soccer). So where do they expect these athletes to appear from? Start broadening sports facilities to all and then pick the best! It's as simple as abc!
