No it does not. It is designed to rank teams on current form, not historical form. Who cares what the AB's, Boks, Oz, or any team's record was in 2011, 2012, or even 2013?

Let's say a team goes unbeaten for 2 years running (2012 & 2013) but lose all their games in 2014 - should they then, thanks to their 'lead' they built up historically, still be the number 1 ranked team in 2014?

Rugby is a dynamic sport, form changes from week to week let alone year on year...
