If the ANC did their job right the last few years, the current cricket and rugby teams would have been at least 50% black, without forcing any policies regarding quotas.
How hard can it be to get a rugby field at every school? with just that, you could at least identify which children have a talent for rugby, and when they are older, they should have the opportunity to go to a school with, lets say 2 rugby fields.
Logically, there are more black people in South Africa, and if every school has at least some way to identify talented black rugby players, we should have seen a lot more black players come through to play processional.
