Develop or buy?

A simple question to what I believe there is a simple answer that we are not aware of yet.

It was my understanding that the Southern Kings (to join the Super rugby franchise in 2013) was meant to be a developing squad for black rugby players from the Easten Cape. Even though that is a statement it is meant as a question.
Shouldn't the team feature more developing black players rather than "buying" players such as local Strauss (Cheetahs), including Watson as captain and still requesting to include more than one international player? It seems as though the squad was forcebly included at the expense of another team and its players for well placed (dare I say neptotism) players to be included. What about the developing players? Was that not the whole idea to begin with?

I am sure I did not whatch a Super rugby or Boots and all episode where it was discussed and if I missed the answer to my question a do appologize.

Just wondering.
