It was Tursunov's first title of the season and seventh of his career.
The world No 70 got the better of his 42nd-ranked opponent in a match twice interrupted by rain.
"The stoppages meant we were both nervous on court and there were a lot of errors," said Tursunov.
"But my experience made the difference."
