The 31-year-old Atletico Madrid star, who is preparing for a World Cup semi-final against Holland later on Tuesday, said he is not tempted by White Hart Lane, or any other English club having already spent over two years at Manchester United.
"Tottenham are a club who are going in the right direction but I have no interest in joining the Premier League with any club," he told English newspapers.
"For a start, Spain is much hotter and also it is my home now.
"We have some very exciting young players and I am excited for the season. I will never play in England again but I still actually look back with fond memories at some moments."
Forlan was an integral part of the Atletico Madrid side that won the UEFA Europa League last season - he scored both goals in their 2-1 defeat of English side Fulham in the final - and his three goals in South Africa has seen interest from a number of clubs.
