FIFA send blundering refs home

Johannesburg - Uruguay's Jorge Larrionda and Italy's Roberto Rosetti, whose blunders have prompted FIFA to rethink using video technology, won't play any further part in the Soccer World Cup.

They were left off the list of 19 referees announced by FIFA on Tuesday to take part in the rest of the competition although football's world governing body gave no explanation.

Larrionda and his linesman failed to see an England shot clearly cross the line in a 4-1 loss to Germany in a second round game on Sunday.

Frank Lampard's shot hit the bar and bounced down behind the line before spinning back into play. It would have made the score 2-2.

Rosetti wrongly awarded a goal to Argentina's Carlos Tevez against Mexico when he took Lionel's Messi's pass in a clearly offside position. It was Argentina's first in a 3-1 victory which put the team into the last eight.

The mistakes prompted FIFA president Sepp Blatter to announce that he had apologised to England and Mexico after the errors helped eliminate their teams from the World Cup.

"Naturally, we deplore when you see the evidence of referees' mistakes," said Blatter, adding it would be "a nonsense" for FIFA not to look again at goal-line technology with its rule-making panel.

"After having witnessed such a situation," Blatter said, "we have to open again this file, definitely. Naturally, we will take on board again the discussion about technology. Something has to be changed."

Two more left out for the remainder of the competition were Koman Coulibaly of Mali, who disallowed a third United States goal in a 2-2 draw with Slovenia, and French ref Stephane Lannoy who harshly sent off Brazil's Kaka for a second yellow after Ivory Coast's Kader Keita ran into him while going for the ball.

Those left on the list include some from countries no longer involved in the competition.

England's Howard Webb has become one of the favourites to referee the final and so has Frank De Bleekere of Belgium, who didn't qualify.

The amended list includes six from Europe, four from South America, three from Asia, three from North, Central America and the Caribbean (CONCACAF), two from Africa and one from Oceania.

From these, FIFA will select the officials for the last eight games from the quarter-finals onwards.

today football is betn the least country without big stars vs fifa ref.that is why some many good guy who can no longer rely on fifa ref and the big stars who dont want any other player to tack them because they know meer raising of their hand or diving will attract the refs to favour them. I hate the game now, big stars are too protected, that is why they cheat, fool the refs. diving and doing all sort of cheap trick to fool the refs.is very open now,it has being going on in champions l. matches.even voting the best player of the year is no longer base of the performance of the plays, but base on the country of origin and his club. fifa can do anything to favour any country they want to give the cup, all I know, is that the whole world know what is happening now not like before.
Deonic7/1/2010 9:20 AM
How can the refs know? The linesmen are to blame for the off-sides call, and with the Lampard goal, it is just about impossible to see in real time, even if your view is not obstructed. It is grossly unfair to blame the refs in this case. FIFA has been stubborn in not configuring a tech-solution. In rugby, the same happened after Joost scored that try in the 1999 RWC quarter-finals against England in France. Replays showed that he touched the corner flag, and suddenly everybody accepted the TV ref system that has been in use in the Southern hemisphere.

Has anyone ever heard of IFAB. Please know your football before you comment. Truely the English control the media industry...

I agree with cooldog... and reba i agree that was harsh.. Khune should have been given a yellow card.. i think the referee was Swiss....

Blatter is looking to run for office again and who will put him there, the African vote that's who. I have been trying to think what this man has done for football and outside of turning up to games, a big goose egg or in cricket terms a duck! Bloody tiddlywinks has replays and this man tries to justify his neanderthal mindset by saying sorry after putting his head into the sand for 24 hrs hoping this thing will go away. The refs are useless bless their hearts. Some have been watching too much Snow White and the Seven Dwarfs. "Whistle while you work, tra la la la lala laaa.... Blatter is still riding in his horse and buggy while the world flies past him in Jet airliners and luxery cars to the detriment of this game. He has done nothing! Diving is more prevalent - grabbing getting worse - refs that cannot see or stay with the pace of the game are more - calling for things (like free kicks etc) from the officials while being verbally accosted . DO NOT VOTE HIM IN!!!! Remember who put the CAF tournament along with their heads of state in a war torn nation and Togo got shot up - yup good old Blatter who disappeared after-wards and no one could find him. Invest your money in a Swiss Chocolate factory and retire. A 3rd official (ala Europa) would do the trick, if not blind and stationary behind the goal. Grrrrrrrrrrrr

Would like to appeal to Blatter and FIFA to ensure that the referee and the linesmen that will be officiating the match between Ghana and Uruguay on Friday should be made to observe the rules of the game scrupulously so as to give it the needed attention to avoid the mistakes that were made in the first round of this 2010 World Cup.
cooldog6/30/2010 4:10 PM
So many of the players (including the big names) are crooks, cheats and magnificent actors. If technology can rid the game of these acts of dishonesty then it should be put in immediately. When two teams are evenly matched one poor decision can change the course of the game and leave a really bad taste in the mouth. With millions of fans watching on TV any bad move can be clearly seen. It is my wish that once the world cup is over fans throughout the world organize "stay away" match days. This may force the fat cats to get off their money grabbing stools and act.
Reba6/30/2010 3:51 PM
The one who gave Itumeleng Khune a red card must go as well. The young boy deserved a warning(yellow card) and not a red.
gary 6/30/2010 3:47 PM
@voice ... i totally agree Italy was also cheated out of their place in the second round but nothing is heard of that
Stephen6/30/2010 3:47 PM
You cannot have 'goal line' technology for offsides. The game will be constantly brought to a standstill.
Slwane6/30/2010 3:42 PM
There must be a rule that allows the fourth official to substitute the referee when he does blunders because rely on that their decision is final that is why they can be bribed
peggy6/30/2010 3:01 PM
I do nt think it was necessary for FIFA to apologise to england and mexico, there were so many mistakes from referee and many fouls from players of which refs and linesmen did not see, only viewers on tv saw them. FIFA has to find a way foward and forget the past. I bet if that disallowed goal hapened to Germany and England won the match ,there would no be this noise. It's just a game tactics are needed to win, Chritano Ronald was the most arrogant player.
Spectator6/30/2010 2:41 PM
Instead of having a traditional TV ref that can be called upon and interfere with time, making matches unbearably long, why don't FIFA just install a TV ref who can contact the ref if he sees something at fault? Ref still gets to make the final decision, but because it goes the other way around you don't have the players interrupting play all the time by calling for the TV umpire - because they can't. Basically the TV umpire has no job but to be an extension of the Ref's eyes and ears and to let him know when he sees something that the ref can't.
Mbony6/30/2010 2:35 PM
Well, it does not end there! South Africa could have won the match between Uruguay but because the referee was against everything that SA team was doing or playing for. As for Itumeleng Khune, he did not deserve that red card - and if it wasn't the blind referee he could have not made that move because that goal was a clear offside but the referee and his lines men kept quite. I am very unhappy with the referees for the FIFA world cup. They are very bias and unprofessional.
@ @nwaiza6/30/2010 2:21 PM
You are one red neck of a moron who only touches a PC keyboard just to insult people different to him. @NWAIZA Don't stress about disgrunttled whites who are still crying for their AA known as apartheid which will never see the light in the skies of Mzansi.
@nwaiza6/30/2010 1:47 PM
yes you being stupid. Knune should have been RED CARDED before he was even chosen to play for SA. clearly he aint the best keeper in SA. Please dont compare apples with pears...
GEE6/30/2010 1:38 PM
People should'nt put blame on the refree when there's a lost but it should also be put at or to the players of the losing teams. A little Refrees blunders makes football interesting and debateable.
Michael6/30/2010 1:13 PM
Blatter was not suppossed offer his apology to England & Mexico it now seems those two countries were his favourites.USA and South Africa were officiated by the worse refs. Steven Pienar was tackled and his soccer boots were on the field, When the ref saw pienaar wearing his soccer boots, he was given yellow card.
nwaiza6/30/2010 1:01 PM
can someone please explain to me, why Sepp Blatter do not add South Africa to the list. We also need an apology as the sending off of Khune and unneccessary awarding of penalty cost us big time. I know the are people who say I am stupid for wanting answers on this matter. So if you think I am stupid look at this fact, Germany beat English 4-1 the time of the accident Germany was 2 and England 1. Tevez off side Argentine 0 and Mexico 0 Argentine beat Mexico 3-1. We can say we were also robbed in this world cup in our own back yard and FIFA did nothing as usual
Spartan6/30/2010 12:45 PM
So doest this fix things, no, FIFA should immediately introduce 2 additional officials at the goal line for the remaining games, but of course they wont, that would be admitting their failure to do this in the first place. Its not possible for the ref or the touch judge for that matter to see everything we can see on video, thats exactly why they should introduce video, for goal line, off side, handball & Bollywood performances by some sleeze ball players.
The One6/30/2010 12:38 PM
Technology should also be used to keep the profession honest. In Kaka's send off for instance the "acting" by the other player should result in reprimand. Perhaps there should be Red Cards for err'ing Ref's too or substitute ref's who no longer pay attention to the game at hand.
Larry6/30/2010 12:36 PM
They should just make a rule that the ref calls a time out and bases his decision on the replay and not an immediate decision, if he happens to miss what happened! As simple as that.
RauRau6/30/2010 12:24 PM
How is the goal line technology going to help in terms of players being off sides?
Francoise6/30/2010 12:00 PM
What about the off side goal scored against the All Whites in their first game???
Deric6/30/2010 11:55 AM
Too little too late.... and video technology should already be in place years ago. Some theorise that this is FIFA's way of controlling a possible winner.
Vee6/30/2010 11:45 AM
I am happy with the decision Blatter took.It is fine to lose but not because of a referees mistakes.I hope the remaining refereees will learn and improve.
JOHN6/30/2010 11:42 AM
I cannot see why the ref"s are punished when not being certain whether a goal was scored or not. The ref's depend on the linesmen. The blame for the goals should be placed squarely on the shoulders of Blatter and Fifa. If you do not see a goal being scored you cannot award it. The ref's will now be under more pressure to allow goals when not sure. What happens then if it is not. Own up Fifa.
Jay6/30/2010 11:42 AM
don't make the Ref's the scape goat. Fifa made the decision not to have goal line technology, not the Refs! You can't blame the ref for not seeing Lampard goal correctly as the ball was VERY fast and one couldn't see it from the front of the goal. Viewers only saw the goal in slow motion from the side. APOLOGISE to the ref for putting him in this position.
mauzer6/30/2010 11:39 AM
Why not apologize to South Africa for the Uruquay second goal which was an off side before Khune comitted himself to stop the attack resulting in a penalty? Maybe we could have also fought back for the equalizer if it wasn't for that like the Brittish.
AJ6/30/2010 11:39 AM
No ref (or Usain Bolt for that matter) can keep up with a shot on goal and make it to the line to see if it crossed, How is is supposed to see whether it crossed the line from back where he is. That's why you use TECHNOLOGY. Stop blaming the ref for this goal. It could have been referred and decided in 10 seconds. Blame FIFA.
Voice6/30/2010 11:37 AM
Strange how only Lampard and Tevez incidents are mentioned and none from round one where there were numerous bloopers of note starting with Bafana Bafana against Uruguay! From there it became a frequent occurrence for refs and linesmen to dictate the outcome of the game. Webb is highly acclaimed but what happened in the Itlay - Slovakia game where the ball had crossed the line before hitting the Slovak defender and the Italian onside goal that was disallowed? There is no reason not to use technology if the entire TV viewership can see the replays instantly and with graphics. Bring in technology - it is the only way to make the playing field more even!
Sello6/30/2010 11:37 AM
Finally, something was done and FIFA admitted its mistakes, now that's a first. Although I wonder if it's necessary to apologise to teams after they were booted out already.
Truce6/30/2010 11:28 AM
What about the ref and his assistant who handled RSA vs Uruguay match. After a replay, it was clear that the second goal from Penalty was actually an offsite before he got the penalty. The result was a red card and penalty, which was not supposed to be. If FIFA have to do due deligence, then lots of refs will have to go home. The result against Uruguay was decisive for our qualifications. FIFA must look this in general, not simply because England were robbed a clear goal. Lots of mistakes have cost many countries and teams opportunity to progress. Nevertheless, I welcome the decision to disclipline refs based on replays. Goal line technology should be next to be introduced on line. A simple step towards this is to put another official at the back of the post while the technology is looked at. This should be a simple beep sound to the ref's ear microphone and take decision there and then. I totally disagree to make decisions on replay.
Bevok6/30/2010 11:27 AM
High time technology or something of a kind is deplored to review some of shocking decisions. I cannot believe minimum of 4 eyes (ref and his closest linesman or partner-in-crime) can err in similar way. Same thing went for sending off of Khune after fouling an already offside player
LittleNInjadevil6/30/2010 11:20 AM
I think that they will be using less refs but to remove them cause of a limitation in their access is wrong. I think they should still bring technology in
goalie6/30/2010 11:20 AM
Sending the refs home after countries have been eliminated because of their poor performances, and getting an apology from Blatter in this regard does not help in the slightest.. Fifa need to impliment systems (i.e. TV reviews) where these problems will be a mere formality to resolve and not have devastating consequences for the "victims"... These incidents have put a real damper on an otherwise exceptional SWC.
Peekay6/30/2010 11:16 AM
Pity they won't send Blatter home...
Nthlarhi6/30/2010 11:14 AM
Now that English national team was the one at the receiving end, FIFA wants to be seen to be doing something. What about the Swis referee who allowed an Uruguay player who was clearly off side to be hacked by Khune and red card the SA goalie in the process. Surely many bad judgements were made before the english incident. Our own Damon gave the Egyptians a goal that hadn't crossed the line in the Afcon against Cameroon and the poor Indomitable Lions had to be eliminated. For that blunder, Damon was rewarded with a chance to officiate at the WC. In other words something terrible has to occur against fancy teams before referees can be disciplined.
TD6/30/2010 11:14 AM
It doesnt matter, germany was still going to hammer England. lets not mix issues, th english di not lose because of the disallwed goal. They played badly and thats it. Mexicans's case is sound, they palyed well and maybe the goal alterred the flow of the game. Refs are human being and can make mistakes.
Nick6/30/2010 11:10 AM
But I thought theere "was no problem"?? I'm sure England and Mexico are thrilled. Bloody crooks.
SHUMYZ6/30/2010 11:09 AM
No one made such a big deal about the bad refering when they sent Bafana home
Mark6/30/2010 11:06 AM
About bloody time that Blatter and FIFA have taken the stance of accountability - however too little too late. What about sending the incompetant linesmen that were involved with these fiasco's home as well. All said and done - it would still have not saved England from a drubbing they deserved !!
Jo6/30/2010 11:05 AM
I fully agree with technology being used, however, these unfortunate referee mistakes are made in every world cup and it's just a pity that because England is now involved that FIFA will finally do something about it! Did it not matter before when other teams were disadvantaged in the same way? Contrary to what the English think, it's not because of the disallowed goal alone that they are out of the world cup. They wouldn't have progressed much further anyway because unfortunately they're just not in the same class as Argentina, Brazil, Germany, etc.
TVS6/30/2010 11:04 AM
It is not their fault, all refs make mistakes in all types of games, rugby, cricket etc. It's called the HUMAN ERROR, All the ref's should drive for technology to be brought in (even strike?), in the penalty box, if they think a goal has been scored, refer, if you think someone was hit by an elbow, refer, before you give the guy a red card because the other D*ck head is a good actor.
