FIFA imposes tighter rules

Johannesburg - FIFA has imposed tighter transparency rules on soccer World Cup bidders to help ensure a clean fight for the rights to host the tournament in 2018 and 2022.

World football's governing body has told the nine bid teams they must write explaining why they need access to the 24 members of FIFA's Executive Committee - or those members' national associations - who will choose the host nations in December.

"We would like to inform you about a new policy we ask you to strictly respect," FIFA told the bidders in a statement released on Thursday.

FIFA reminded candidates they are forbidden from trying to influence voters by "offering benefits for specific behaviour."

The 24 executive voters noted that "various" bid teams approached them "either formally or informally" during the World Cup in South Africa.

FIFA said it wanted to "better monitor these contacts and also preserve the independence of members in the bidding procedure." FIFA's warning is published days after the 2010 World Cup ended, and much of the organisation's focus shifts toward a blockbuster vote on December 2nd to award back-to-back World Cup hosting rights.

Next week, a FIFA team of technical experts will begin inspection visits of the nine bids to assess their ability to host the tournament.

The World Cup gets FIFA 95 percent of its total income, and is budgeted to earn at least $3.8bn in commercial revenue for the 2014 tournament, which is being staged in Brazil.

FIFA bid rules say candidates can give voters gifts of merely symbolic value which must not influence the bidding process.

Candidates also cannot criticise rival bids or make deals to trade support on the FIFA ruling executive, with eight of the 24 members representing countries in the bidding races.

The new transparency rule requires all nine bid teams to register any planned attempt to contact those voters or their national association.

All contacts "shall be reported in advance and in writing to the secretariat to the FIFA Ethics Committee," the governing body's secretary general, Jerome Valcke, said in the circular letter.

"Any violation of this principle will lead to an investigation ... with possible sanctions in accordance with the FIFA code of ethics." The ethics panel, chaired by former Switzerland international forward Claudio Sulser, is currently finalising its investigation into the behavior of Australia's bid team.

The probe was launched last month after Australian newspapers reported that bid leaders offered jewelry to FIFA voters and their wives, and offered to pay travel expenses for football projects.

Australia is competing with Japan, Qatar, South Korea and the United States to host the 2022 World Cup.

The US has retained its entry for the 2018 contest, which is expected to be awarded to one of four European bids: England, Russia, and the joint bids of Spain-Portugal and Netherlands-Belgium.

Isn't Jerome Valke the same oke who was once fired from FIFA for, wait for it "CORRUPTION", and then re-employed by Herr Sepp to lead the corruption based organisation. They have just finished raping our Country and will now move on to the next Third World Country. Its much easier to rape and pillage Third World Countries under the guise of "The Beautiful Game". Scum!

to get a jump on other bidding countries, a host nation can politely say that their world cup wont have the vuvuzela. rather they create a natioanl song, or ask their nations to learn songs and tunes of ther country. if morrocco went to switzerland in 2004, and gave 10000 people vuvuzela with the name south africa...we might not have got the world cup

I think any of the European countries will do a good job hosting the World Cup. As for the crime in those country, come on lets not fool ourselves. SA is by far the most violent country in the world with 37 murders per 100 000 people per annum whereas England has just 3 per 100 000...the stats speak for themselves.I think South Africans are quick to judge other countries but are in no position to if they take their own back yards into account!!

Um, very cute, but you can't argue with the crime here. 18,000 murders a year, and 50,000 rapes? Not to mention other violent crimes. So, very nice idea to try and turn the tables on the British media and make out that London/England is so very dangerous as well. But it's not really true is it? So many people who live in SA are so very touchy about the crime rate and try and tell people that there's crime everywhere. Well, yes that's true, of course. But not nearly at the same scale. Why not stop wasting your energy trying to play down the crime here, and instead try do something about it. Get a public campaign going for better policing, for less corruption - anything! But don't try and tell us that crime here isn't an issue. Anyone with an ounce of intelligence won't believe you, sorry.

fifa should be closed down,a corrupt,police like entity that has put their own agenda before the well being of the host countries that they have raped and pillaged in the past Gagging the press ,stopping personal freedoms,misleading the public on real crime stats during the tournament are just the start.Fifa are like the mafia. It will never go to a joint bidder so spain, portugal, Ntherlands and Belgium can all say goodbye. FIFA lost too much money on the Korea/Japan cup of 2002 by having to dupliacte all their event infrastructure. The US, Korea & Japan are also recent hosts so if you ask me its Australia for 2022 and England/Russia for 2018 ....

If only don't talk crap. Even a DA government will give tenders to pro DA companies and deploy DA cadres into posts. Corruption is not unique to the ANC , look at DA run councils in Hermanus and Gordons Bay where jobs for pals and selling state land to pals

I do hope that the 2018 FIFA World Cup will be awarded to a country that hasn't hosted the tournament historically. Preferably Russia or Netherlands-Belgium. Other countries should get a chance just like our beautiful country South Africa did.

FIFA must tale cognisance of the safety and security issues if the SWC is awarded to London in 2018. Just think of the unexploded bombs in and around London from WW2. The growth of street gangs and stabbings-better tell tourists to get stabproof vests. The growth of racial tension between Asians,Arabs,West Indians,Chavs,skinheads,punks etc. The British Police shoot Brazilian students on trains don't they? The weather The UK is bankrupt Don't mentioned the 4 against Germany I mean the war against Germany

How about some transparency when it comes to Blatter’s bro and Danny’s family making millions? Every single soccer fan and visitor from overseas stated how sick they are of FIFA!!! They f*cked up the ticketing process firstly, Secondly, personally I saved for months to buy nicer tickets and ended up sitting three rows from my category 4 ticket, they did not move their Jet “allegedly” which embarrassed a whole airport and country, all there members when analyzed have an corrupt and incestuous relationship with one another… I call for far more transparency regarding FIFA in general.

the little anc would take tough steps like this to root out tender corruption in its own house, unfortunately those responsible for policy change are the same ones benefiting from currupt tender business deals...he rot is so bad its actually not fixable i have come to realize
