Johannesburg - The labour department will inspect World Cup stadiums to check if FIFA and local organisers are complying with labour laws during the recruitment of security guards, transport union Satawu said.

"...Satawu has requested the Department of Labour and regulatory authority to send inspectors to all stadiums to investigate the abuse of workers providing services to the world cup stadiums," SA Transport and Allied Workers' Union security co-ordinator Jackson Simon said.

"The DOL has confirmed that it will do so."

The local organising committee had ignored organised labour during the tender processes and appointed security companies that did not comply with labour laws, the union claimed.

No written contracts

As the largest union representing security guards, Satawu said it had received reports that most of the workers employed for World Cup did not have written contracts, and that their salaries were lower than what they were originally promised.

"Most have been employed on a temporary basis under conditions which do not comply with the minimum conditions stipulated by the sectoral determination for the security industry," the union said on Wednesday.

The legislation made provision for working hours, lunch breaks, rest periods, compensation for injury on duty, bonuses and leave.

"Action must be taken to enforce legal compliance before the country is embarrassed further by unscrupulous companies, with the complicity of FIFA and the LOC."

Labour department spokesperson Page Boikanyo could not immediately comment.
