With AmaKhosi's record-breaking campaign having come to an end, Baxter admitted that a reshuffling of the squad will happen in the off-season.
Top of the list of high profile players rumoured to be on their way out of Naturena is goalkeeper Itumeleng Khune, while the likes of Katlego Mphela, Levi Mokgothu, Josta Dladla and Matthew Rusike could find themselves out in the cold next season.
"We know some of the players will leave looking for more playing time while others will need to go out on loan because we think they need more playing time," said Baxter, whose side finished the season with a Premiership and MTN8 double.
"It all depends. Even some players at the top end will leave maybe a couple of players will be bought from us because when you are successful, you know people start looking at your players."
Baxter, whose side also set two new records in the PSL with most points (69) and most wins (21) in a single season, added: "The shopping list has been discussed and putting together that list has started.
"We know what the club needs and roughly who will be leaving us. I'm guessing this will be the biggest turnover at Chiefs this year for a long time.
"I think it is going to be a quite big rotation in the squad this year which will present a big challenge for everybody in the technical team actually."
