The Blues captain has been nominated alongside former Pompey defender Darren Moore (Burton Albion) and Michael Raynes (Scunthorpe) for the community award.
With 17 categories, shortlists were drawn up by a panel of judges consisting of members of the media, sports industry figures and representatives of the Football League and its partners. The winner will be announced at a gala ceremony in London on March 20.
“The Football League Awards are not only a chance to celebrate the incredible football and competition within The Football League, but also some of the amazing work that goes on at every club off the field,” said Football League chief commercial officer, Stewart Thomson.
“Just making the shortlist is a great achievement taking into account the quality and quantity of entries we received this year.”
It is not only in England where Mokoena is involved with community work. He has also established a foundation bearing his name in his home town in the Vaal area in 2008. The aim of this foundation is “to provide opportunities for children and young people to participate in high quality football experiences.”
The Foundation integrates issues of education, health and fitness, self esteem, confidence and social inclusion into the frontline delivery of its programmes.
A total of 34 clubs have been shortlisted for this season’s awards, with Dagenham and Redbridge topping the table with three nominations.
Barnsley, Burnley, Derby County, Huddersfield Town, Oxford United, Reading, Sheffield Wednesday, Southampton and Southend United have all made the shortlist in two award categories.
Established in 2006, The Football League Awards celebrate excellence both on and off the pitch. The event is the first major football awards of the season and focuses entirely on the Football League.
Mokoena is currently in South Africa with Bafana Bafana as they prepare for the international friendly match against Kenya. The match will be played at Royal Bafokeng Stadium on Wednesday.
