Radebe, who played for the Sharks last year, was released from his contract at Kings Park in December as the Durbanites welcomed Robert du Preez to the union.
According to a report on Rugby365, Radebe was given a lifeline by the Lions, but failed his medical in Johannesburg.
Radebe, the report adds, is struggling with a knee injury.
Now 23, Radebe had represented the Lions throughout his youth career and while he was at St Stithians, but he made the move to Durban in 2015.
He was highly-rated by Sharks coach Robert du Preez snr, but with Curwin Bosch and Benhard Janse van Rensburg also at the unions, the flyhalf department is well-stocked in Durban.
