That honour, the English daily says, belongs to Irishman John Lacey.
Still, Joubert's performance in Sunday's quarter-final between Australia and Scotland has been enough to see him ranked as

Since then, his performances have been on a downward trajectory, culminating in the display which contributed to Scotland's crushing quarter-final exit to Australia," the article said.

Another South African - Jaco Peyper - was ranked as he third worst referee at the tournament.
Nigel Owens was the best.
