Joubert the worst ref at RWC 2015?

Cape Town - Has Craig Joubert been the worst referee at the Rugby World Cup? 

According to The Telegraph, he hasn't. 

That honour, the English daily says, belongs to Irishman John Lacey. 

Still, Joubert's performance in Sunday's quarter-final between Australia and Scotland has been enough to see him ranked as second worst by the newspaper. 

"It is easy to forget that, prior to his catastrophic performance in the 2011 World Cup final, Joubert was considered one of the best referees in world rugby. Since then, his performances have been on a downward trajectory, culminating in the display which contributed to Scotland's crushing quarter-final exit to Australia," the article said.

"His decision to yellow card Sean Maitland was dreadful and, while there is debate over just how bad his fatal last-minute penalty call was, the fact he sprinted off the pitch at the end without extending either his players or assistants the courtesy of a handshake was appalling."

Another South African - Jaco Peyper - was ranked as he third worst referee at the tournament.

Nigel Owens was the best.
