The loose forward was still in England on Sunday when he was informed of his inclusion in the side.
Louw will play for English Premiership side, Bath, after the World Cup.
The former Stormer admits he thought his chances of playing for the Boks in the Rugby World Cup were over when he injured his shoulder during the Super Rugby semi-final between the Stormers and the Crusaders, and also because he left to go play in England.
"I am absolutely stoked about my inclusion in the World Cup group. It is a dream come true," Louw told the Beeld newspaper.
Louw says it has always been a dream for him to play in the World Cup and he is determined to take the chance he's been granted.
He feels he will easily slot back into the Springbok structures.
"Every guy in the team has a specific task to do and I know what is expected of me.
"I believe I will be able to do it, even though the current rules make it tough for fetchers," said Louw.
Louw is no stranger to New Zealand. He has toured there with the Stormers on numerous occasions and also played two games there for the Boks against the All Blacks last year. He believes this experience will help him be successful in those conditions at the World Cup.
