Television footage appeared to show Mealamu grabbing Moody's jersey and then diving forward, making contact with the back of his head.
Mealamu will face a minimum one-month ban if he is found guilty by the International Rugby Board.
New Zealand head coach Graham Henry is surprised that the IRB is pursuing a case.
Henry said that Mealamu is "probably the cleanest player in the world isn't he? It was purely accidental as far as I know."
The IRB-appointed judicial officer, Professor Lorne Crerar, will hear the case at a date and venue to be confirmed.
New Zealand arrived in Edinburgh on Sunday ahead of the next leg of their November Test series, against Scotland next Saturday.
