Fourie, 25, finished in a time of 13.53 seconds against a very competitive field.
Earlier on Wednesday evening, Fourie qualified for the final by running a personal best time of 13.28 in the semi-finals.
America's Aries Merritt claimed gold in a time of 12.92.
Merritt's US team-mate Jason Richardson, the shock world champion from last year in Daegu, claimed silver in 13.04, while Jamaican Hansle Parchment took a surprise bronze in a new national record of 13.12.
