O...regan quotas are a mistake

O...Regan.......O....Regan.....SARU have been trying to "introduce" quota systems for ages. The wrong players are coming through the ranks. The problem is which ranks are we talking about?  Maybe the structures introduced to develop these players are limited or even non-existent.  Because of politics players are introduced to a higher demand in rugby without being 100% developed.  Develop the player, after that, have structures in place in introducing him to higher rugby.....O...Regan......
