May sound impractical, but how about if every participant wore a GPS strapped to their backs or to the back of their swimming caps with a small antenna. That way as soon as a GPS signal is lost an alarm goes off and something can be done immediately, because you would have the last known position of the swimmer to within about 10m I think.
