"We believe cricket sorely needs a restoration of stakeholder confidence and public confidence," Irish said.
"One of the ways in which this could be achieved is by having a proper independent expert review of the corporate governance structure with particular focus on the board of directors."
Irish said CSA should follow the precedent set by the International Cricket Council, which recently resolved to review its governance structure.
He said the current structure of CSA did not make for easy decision-making, perpetuated the crisis in the organisation and allowed the politicisation of the board.
"Whatever structure is then recommended as being appropriate for the organisation, we then believe the board should be required to implement those recommendations," Irish said.
"We as the players and stakeholders in the game hope that it is one of the outcomes of this committee," he said.
